Is it possible to use skype to call anywhere from a mobile phone with an unlimited data plan?

So that way you can call anytime anywhere to skype user or any other mobile or even landline with their paying service and only pay unlimited data on your mobile phone.... sounds complicated but please any answer would be greatly appreciated.|||No you have to pay to call cell phones and landlines but if the user youre calling has skype wether on pc or phone psp ect you can call them through skype as long as there is internet|||i think so because i have skype too and i use it to call phones but i heard that you pay
