Mobile phone hacking is carried out by people who work at the phone networks, so why aren't they arrested?

We all know that to hack someones mobile phone/voice mail you would need to know someone or have them approach you from within the mobile phone network company, i.e. Vodafone, O2 etc. to record, copy any communications made by any mobile phone.





So, do the journalists agree to protect these unscrupulous individuals who work at the phone network and take any such lawful blame for them - if any leaked messages/conversations are brought to a court of law?|||They listen in all the time to our conversations. But that's legal.
